I think Non Citizens should be able to wear the Nicho mask vote to say if they should

As far as the purpose of this thread, I did not know that non-citizen's couldn't wear the mask? I arrived too late at the party, and did not receive one. However, I think that ALL chobots should be able to wear the mask regardless of age or rank.

Lol, I Think it should be only citizens. I Heard that the Nicho mask is coming out when the fill nicho kingdom comes out.. hmm. I Wish xxmax didn't rain it to. LOL! Because I got popular for having one.
